Transfer of authority
The present City Council will transfer its authority in a ceremony beginning at 11:30 a.m. in Council Chambers. On the receiving end is a Council with four new members with five changes altogether (Mike Wiggins is moving from at-large NINE to at-large MAYOR).

Mayor Mike, and incumbent for some 14 years needs a refresher on the procedures of council . 14 years didn't teach him much.
If he thinks nobody noticed that he voted to BYPASS THE RULES AND PROCEDURES OF THIS CITY which are typically applied to ALL Citizens,
He is wrong!
